We've won a major battle, but the Fat Lady's not singing yet The legislative fight continues...
Sacramento, California, June 5th. AB1178 was scheduled for a floor vote of the entire California State Assembly last Thursday. At the last minute, Assembly Speaker pro Tempore Leland Yee withdrew the bill and placed it on the inactive list.
What does that mean? Assembly Member Yee, the author of AB1178, didn't feel he had the votes for passage and rather than risking defeat he choose to withdraw the bill and postpone the legislative vote. As the very influential Assembly Speaker pro Tempore, Leland Yee has many options right now. There is a strong possibility that some action could be taken to keep AB1178 issues alive this session. Otherwise, AB1178 will definitely be back in January 2006.
How did this happen? After our setbacks in the Assembly Business and Professions and Appropriations committees, we mounted a counter-attack. With the support of your emails, faxes and phone calls, the CCBMA lobbyist, Carl Brakensiek, and lobbyists and supporters from other collector associations, contacted the 80 Assembly members with the many reasons why to oppose AB1178.

What happens next? The California Pawn Brokers, Department of Justice and pro-AB1178 advocates with the help of Assembly Member Yee will stay active contacting Assembly Members to influence them to vote yes when any bill about electronic reporting that helps the Pawn Brokers reaches the Assembly floor.
What can you do right Now? Develop an email list of your clients and friends immediately so we can send emails to supporters with little advance notice. We will email you if action is needed immediately or provide a heads up if we have some time to develop a longer term strategy.
